You technically can use all three of those herbal remedies together at the same time. However, whenever you use supplements and herbal remedies for dogs and cats you want to try to do the minimum necessary so you don't overwhelm or confuse the body. Pertaining to the remedies you mentioned in your question, several of the herbs in the Heart Tonic and Kidney Tonic overlap. This is because the heart and kidneys are intricately connected. In this case, I would use the Liver Tonic and then support whichever organ system in your view needs the most support - the heart or the kidneys. If you had to choose one, I would most likely select the Heart Tonic because some herbs in the Liver Tonic are going to work for the kidneys as well.
