Yes, maltodextrin is safe for healthy dogs when used appropriately. It is a type of carbohydrate processed from corn and added to foods or supplements for a variety of reasons. It is easily metabolized by the body like a sugar so those with insulin resistance should avoid large intakes. I would not recommend that you feed large amounts of maltodextrin to dogs or anyone else, but in ChlorOxygen it makes up a very small part of the formula and is a negligible intake.
