For this supplement it is important to mix with some water to activate the enzymes and also we feel so the dog or cat does not inhale any dry powder. In the case of the Daily Multi Plus, this should also be mixed with some water for the same reasons. I wonder if you can mix it with a small amount of wet food and then mix the wet food with the dry kibble. Or perhaps after sprinkling the dry powder over the food using a spray bottle to dampen the dry powder with a little water. If these other suggestions don't work for your cat, and your cat seems to be doing okay with the dry powder, then yes the moisture in the mouth can help to activate the digestive enzymes. It is just preferable to blend with water for the reasons we mentioned above.
